Just In: EDSG seals lounges, clubs over noise pollution, permit violations

Edo State Government has commenced the sealing of lounges, clubs and outdoor bars in the Government Reservation Area (GRA) in Benin City due to rampant noise pollution and non-compliance with building permit regulations.

The Managing Director(MD) of the Edo State Development and Building Control Agency, Igabali Darlington, who led the enforcement team, explained that the exercise follows numerous petitions and complaints from residents regarding excessive noise emanating from these establishments.

“We have received a series of petitions concerning lounges and clubs, particularly around the Government Reserved Area (GRA), some houses originally designated for residential purposes have been converted into clubs and lounges, leading to loud music, improper parking and, in many cases, lack of appropriate permits for such commercial operations,” he said.

He further decried the persistent noise and the miscreants these establishments often attract, noting that many operate without the necessary building permits and other relevant documents. 

The MD emphasized that certain areas are strictly residential and not zoned for commercial activities. This enforcement drive, he added, is part of the state’s efforts to sanitize the city and ensure development aligns with its original master plans.

Igabali confirmed that the Agency had previously issued notices to the business owners, requiring them to present their development permits for verification. Facilities that failed to provide the required documentation were subsequently sealed.

Regarding the reopening of sealed facilities, Igabali stated that penalties would be imposed for these infractions, as the establishments had earlier been given a 14 day notice to comply.

On his part, Town Planner Nosa Asemota, Director of Planning Permits, highlighted that the Agency’s actions were in line with Governor Monday Okpebholo’s “SHINE Agenda”, which prioritizes security and health. He emphasized that curbing noise pollution is crucial for public health and safety, asserting that the exercise is focused on urban sanity and not revenue generation.

In a related development, the State Government also sealed an ongoing construction site for building too close to high-tension power lines and failing to adhere to building codes at Etete. 

The Managing Director indicated that a portion of the building would be demolished before any negotiations for approval could commence.
